Vecna, initially he was not a god, he was an Arch Lich. He became a god much later after his second in command, Kas the Betrayer, killed him. The hand and eye were all that was left of Vecna after this fight. To use them you had to cut off your own hand or remove your own eye and replace them with these items.

Note: it was Vecna's left hand tho, not his right.
